The paper concerns with the problem that Muslem thinkers
have not agreed on suitability of democracy for Islamic
society :some accept it and others are not ready to deal with it.
So this paper has tried to answer two questions. Cañ democracy
be accomodated to a Muslem society? And if the answer is yes
how can we accomodate democratic rules with Islamic ideas?
The answer may be based on the hypothesis : most of the
democratic rules coinside with Islamic political ideas,and those
which seem to be at odds with it can be addressed by choosing
the most suitable form of democracy that does not negate
Islamic norms. Analysis has been done by descriptive and
historical methods in discussing three sections,namely democratic rules and comparison of the two and different forms
of democratic systems. The paper ended with results that verify
the hyposis of the study: consociational democracy is a suitable
form of democracy for Muslem societies. Other forms can not fit
unless functions of opposition are changed from seeking the fall
of the ruling party to to its consultation. Muslem thinkers are
asked to further this discussion.
