الملخص

Because of the failure of central or totalitarian government in Sudan, this paper suggests the adoption of “consociational democracy”, which is based on four pillars: wide participation in government, proportional representation, regional autonomy, and veto for minorities. It may be implemented in Sudan on the basis of a federation of the old six provinces; a presidency constituted of the president with a deputy and six assistants representing the provinces; a prime minister from a region different from that of the president; and a cabinet that reflects all parliamentary groups. This principle should also be applicable to the provincial governments.
