In 2025, China marks the third anniversary of its proposal of the Global Security Initiative (GSI). On April 21, 2022, as a Chinese vision to contribute to building a more balanced and equitable international security order amid an increasingly complex global environment characterized by rising and evolving threats. In this context, this study aims to provide a systematic analysis of how the Arab world perceives the initiative by examining its core contents and innovative implications, assessing Arab states’ responses in light of their national interests, and interpreting the political, cultural, and strategic dimensions shaping this perception, as well as exploring the prospects for China–Arab security cooperation. The study adopts a descriptive-analytical approach based on a review of relevant academic literature and an analysis of political and media discourses, enabling a comprehensive understanding of the context in which the Arab perspective on the initiative is formed. The findings reveal that the Arab position is characterized by “conditional openness,” combining caution with constructive engagement, driven by declining confidence in the effectiveness of the Western security model and a relative convergence with the principles advocated by the Chinese initiative. The study also highlights the critical role of implementation in determining the initiative’s future, particularly in terms of the clarity of mechanisms and the effectiveness of engagement in regional issues. It concludes by emphasizing the need to strengthen institutional frameworks for cooperation and to deepen China–Arab security dialogue in order to achieve a pragmatic balance between the requirements of sovereignty and the priorities of development and stability.
